Regguetoneros, which are kinda the equivalent of Hip Hoppers here, wear that stuff, and yes,they sell those, even if is hot outside. They also wear those big team (NFL, NBA, etc) coats that we wear in the winter, which is ridiculous none the less. Or a more easy explanation: ghetto black people and ghetto puertorican people are pretty much the same poeple, and this dude was as ghetto as they come
