I think you friend needs to change his portfolio strategy. Clinton era is special because we had internet bubble and I even know someone who used to own 27 millions stock options and now he had nothing ( and there were a lot of dot com company like webvan or pet.com - went up 50 times and went bankrupt in no time).

Many older people I know put their money in healthcare (Allergan & Genentech have more than doubled since 3 years ago) or S&P 500. If your friend put his money in conservative portfolio such as S&P 500, it still returns modest 7.33% return for the past 5 years. If he's daring and put money in Brazil or China stock, he would probably still keep his $300,000.

President has little to do with stock market though, your friend probably should consult a better broker because I don't think his performance is reflective to the market performance (like dow jones or S&P 500 index).
