I was trying to find a picture of the flag. It isn't that big - smaller than a standard American flag. It has the car and the Red and Yellow M&M characters. It's very colorful and cute. It wasn't even hanging off the porch or anything.

It's legal for them to go into your apartment without 24 hours notice, unless it's an emergency.

My apartment faces the lake. The only people who could even see the flag are residents who decide to venture out to the lake. I mean...it could be perceived as
tacky, but still.

Isn't it illegal for them to come unannounced unless it's an emergency?
Are you sure it was maintenance? Maybe a pissed off resident did it. I'd call and raise hell, because they had no right to do that. Did they tear, brake anything? |

could it have been reached from the outside by a ladder and then they put it outside your door?

Look up your state, but this is for California:
The landlord or the landlord's agent must give the tenant reasonable advance notice in writing before entering the unit, and can enter only during normal business hours (generally, 8 a.m. to 5 p.m. on weekdays). The notice must state the date, approximate time and purpose of entry. 106 However, advance written notice is not required under any of the following circumstances: * To respond to an emergency. * The tenant has moved out or has abandoned the rental unit. * The tenant is present and consents to the entry at the time of entry. * The tenant and landlord have agreed that the landlord will make repairs or supply services, and have agreed orally that the landlord may enter to make the repairs or supply the services. The agreement must include the date and approximate time of entry, which must be within one week of the oral agreement. |

Are you a renter? That sucks you didn't get a notice but it's probably in the contract somewhere about hanging items off the balconey.
