Facebook has very much become an essential networking place for campaign folks (secret and not-so-secret campaign alumni groups, almost all senior staff are on it, etc., etc.). However, with that comes some responsibility/common sense - be careful about who you friend, don't put up stupid pictures, etc. (especially with so many political reporters being on Facebook and so many campaign staff being "friends" with them).

On a lot of campaigns (I know I have this expressly written in the staff rules for all campaigns/organizations I manage), less experienced/mature/politically savvy staff are out-and-out instructed to make their social networking sites private, watch what they put on them, and to know that they are a representative of the campaign at all times in all places and if they ever compromise their reputation and/or that of the campaign, they will be fired.

Now, all that said, this particular picture is far from the end of the world. Stupid, but no major deal (well, aside from some massive embarrassment for him ).
