Depends how blurred it is. Do you have photoshop?

You can't create pixels that aren't there. Even in photoshop, all the program is doing is just filling in pixels (by using surrounding pixels) to try
and sharpen it, but it's virtually impossible to sharpen a blurry picture. Is it a large photo? Reducing its size can give the illusion of being more in
focus.
