I want to go buy nail polish at wal-mart right now, cause I have to get a few other things and I know they don't sell Opi there, so what would be a good #2

You won't find it at WalMart, but China Glaze, Misa, Color Club...I love all of those the most. As far as quality goes there though, your best bet would be
the Sally Hansen "Hard as Nails" line. It does pretty well given the price!

I have a few NYC brand nail polishes from WalMart that I like. Not high quality but decent to buy for the hell of it. I think the one I have and like most is
called cognac or cabernet some other kind of liquor?

I came in to suggest China Glaze as well.
I just put on OPI Barefoot in Barcelona yesterday, and I love it.  Of course, that doesn't help you.
